Render report to constituents, DILG reminds village chiefs in the Observance of BarangayAssembly

CITY Mar 04 – The Department of the Interior and Local Government (DILG)
expects elected barangay executives in Albay to deliver their State of Barangay
Address (SOBA) highlighting the Accomplishment of the 2nd Semester
of CY 2019; Financial Report for the 2nd Semester CY 2019; Plans,
programs and projects for CY2020; and Newly enacted barangay ordinances.
This
was disclosed by Olivio Ramirez – DILG Bicol Local Government Monitoring and
Evaluation Division Chief in an interview with DZGB News. The DILG issues a
Memorandum Circular (MC) every semester to remind punong barangays on the
conduct of the Barangay Assembly Day. On any day of the Saturdays or Sundays of
March with the theme: “Barangay: Kaagapay sa Matiwasay at Ligtas na Pamumuhay”.
The
holding of Barangay Assembly every March and October is mandated by Section 397
of the Local Government Code of 1991 or the Republic Act No. 7160. The law
requires that there shall be a Barangay Assembly composed of all persons who
are actual residents of the barangay for at least six months, at least 15 years
of age, citizens of the Philippines and duly registered in the list of barangay
assembly members.
Ramirez
said that during the conduct of their respective barangay assembly day, every barangay
is encouraged to inform the residents about the national laws and ordinances as emphasized in DILG Memorandum Circular No.
2020-041 relative to:
a) DILG Memorandum Circular
2020-27 or Road Clearing 2.0;
b) DILG Memo Circular
2020-018 and Memorandum Circular
2020-023 regarding guides to action against
2019 Coronavirus Disease (COVID-19);
c) DILG advisory on strengthened
measures to mitigate effects of African
Swin Fever;
d) RA 9003 or Ecological Solid
Waste Management Act of 2000;
e) RA Act 11032 or the Ease of
Doing Business and Efficient Government
Service Delivery Act of 2018;
f) Executive Order No. 70
series of 2018 re: Campaign to End Local
Communist Armed Conflict;
g) RA 10361 or Batas Kasambahay;
h) DILG -DDB Joint Memorandum
Circular 2018-01 pertaining to the
functionality of the Barangay Anti-Drug
Abuse Councils (BADACs);
i) DILG Memorandum Circular
No,. 2014-81 re: Posting of Barangay
Budget, Statement of Income and
Expenditures and other Barangay Financial Transactions and Annual Procurement Plan.
The
agency also encourages every barangay to discuss the proposals of the
Inter-Agency Task Force on the Constitutional Reform. In connection therewith,
all barangays are enjoined to conduct a signature campaign in order to gather support
from the participants in favor of the constitutional reform.
It
also encourages barangays to livestream their barangay assembly via Facebook
Live. Corresponding administrative complaint against barangay officials who
fail to conduct a barangay assembly may be filed by any resident of the barangay,
concerned citizen, governmental or non-governmental entity before the
Sangguniang Panlungsod or Sanguniang Bayan concerned pursuant to Section 61 of
the Local Government Code or the Office of the Ombudsman pursuant to
Administrative Order No. 07 or the “ Rules of Procedure of the Office of the
Ombudsman”, dated April 10, 1990.
Posting or hanging of Barangay Assembly posters or banners in conspiscuous place in teh barangay like the barangay hall, plaza, mainstreet, transport terminals, and market or talipapa is also encourage as part of their preparatory activities.
